"-gh" ещё произносилось, а когда перестало, то в поэтических текстах, я предполагаю, появился альтернативный спеллинг, подчёркивающий этот факт. Ко времени Свифта, однако, он потерял всякий смысл, как Вы указали, но англ. сравнительно консервативен в орфографии, особенно в поэзии, и особенно для Теннисона, постоянно ссылавшегося на поэзию былых времён.

I here send you a copy of a letter I received some time ago from a most accomplished person in this way of writing, upon which I shall make some remarks. It is in these terms:
